The aim of the reform is to increase competition in public procurement through a comprehensive package of measures, as well as to enhance the transparency, efficiency, and soundness of related procedures by reducing the proportion of single-bid public procurement procedures funded by EU funds or the national budget.
The proportion of single-bid public procurement procedures – both above and below the EU procurement thresholds – must be reduced to below 15% and then maintained at that level for public procurement procedures funded by EU funds as well as those funded by the national budget.
