Building a new generation of IT infrastructure
Most of the IT infrastructure in Slovenia is more than five years old and represents a technology from 2014. The creation of a new generation of IT infrastructure will, at the same time as upgrading to a higher technological security level, also protect investment in informatics in the public administration and refresh the lifespan of the equipment. It would allow for a different level of work, higher satisfaction among employees in the public administration and, not least, users of public administration services. The project involves Slovenian companies, thus enabling them to participate in a technologically challenging area, gaining references that will be quite unique and thus also open up opportunities for appearing on foreign markets, i.e. strengthening the growth potential of our economy, resulting in the creation of new high-tech jobs and strengthening social resilience. The project also has an impact on the reduction of primary energy, as public sector information solutions would operate more effectively in the cloud environment.
Project activities include:
- 2022: preparation of project documentation, implementation of business and technical analysis, additional recruitment of high-tech personnel for the creation and maintenance of the new generation IT infrastructure, publication of procurements for the creation of a new data centre and upgrade of the communication infrastructure, training staff to deal with new technologies, selection of the location of the new data centre;
- 2023: publication of contracts for upgrading the communication infrastructure, completion of contracts, signature of contracts and start of works, start of construction of a new data centre, implementation. Pilot projects for the operation of services in the new data centre, training staff to deal with new technologies;
- 2024: upgrade of the communication infrastructure, implementation of service pilot projects in the new data centre, training staff to deal with new technologies, operational operation of the new data centre;
- 2025: establishment of DevSecOps automation and management of applied solutions with respect to security mechanisms, transfer of services to a new data centre, training staff for working with new technologies, workshops with users of DevSecOps services:
- 2026: transfer of services to a new data centre, process automation to the data centre, workshops with DevSecOps users.
Project activities include: The Recovery and Resilience Facility provides funding of EUR 27.8 million, while the total value of the investment is EUR 33.0 million. The project started in January 2022 and will be finalised by June 2026.
Modernisation of the user support system
The implementation of the project will lay the groundwork for the successful standardization of the users’ working environment; hardware will be provided for users and migrated to the new working environment; a system for monitoring license status will be introduced; and a knowledge base for the EKC will be established. The project is expected to establish a unified working environment that will be easier to manage and provide all users of centralized state agencies with a consistent user experience. Replacing outdated hardware will ensure the proper functioning of the unified working environment, leading to a reduction in the workload of IT staff providing user support. This will alleviate the workload and stress in the workplace for both IT staff and users. With a unified working environment, the MDP will be able to focus more on optimizing and standardizing support services. This will result in a reduced workload for IT staff and a better user experience. The project will introduce new communication channels to the Single Contact Center (SCC) (phone, email, Viber, WhatsApp, LiveChat). The project will also implement a system to monitor license compliance with licensing policies. The system will alert users when they are over-licensed, under-licensed, or improperly licensed, and will indicate what licenses they need to comply with the licensing policies of the license providers. License monitoring is expected to result in cost savings in the area of licensing. The key objectives of the investment project are the following activities:
- establish a unified user work environment,
- establish optimized and standardized user support,
- establish control over the organization’s licensing status,
- establish a self-learning system for users,
- establish a knowledge base for EKC.
Project activities by year:
- 2022: preparation of investment documentation (DIIP, PIZ, IP), preparation of project documentation (technical specifications), preparation and approval of the project kick-off document, preparation of specifications for the public procurement of hardware, filling of positions for project implementation;
- 2023: implementation of education and training, preparation and initial transitions to a unified work environment, filling of positions, preparation of technical specifications and a public procurement tender for the introduction of new communication channels at the EKC, and publication of the tender;
- 2024: Market research for the purchase of a software asset management (SAM) tool and the development of technical specifications, implementation of the tool, a platform for introducing new communication channels at the EKC, and creation of a knowledge base for the EKC; introduction of new communication channels; conducting training and education; implementation of the transition to a unified work environment; maintenance of the unified work environment;
