Digital services and citizen experience (Mission 1 – Component 1, Investment 1.4)

The objective of this investment is to develop an integrated and harmonized offering of state-of-theart citizen-oriented digital services, ensure their wide-spread adoption thereof across both central and local administrations and enhance users’ experience.

Sub-investment 1.4.3 Adoption scale up of PagoPA platform services and the “IO” app.

Italy’s Recovery and Resilience Plan provides for the adoption of the digital application for payments between citizens and public administrations, through PagoPa, and the adoption of the “IO” app as the key digital touchpoint between citizens and administration for a wide range of services.

The investment is financed by Italy’s Recovery and Resilience plan by EUR 561 million.

The project is part of this investment.

The Measure is linked to Article 64-bis of the CAD which provides that public administrations and other subjects referred to in art. 2, paragraph 2 of the CAD, through the telematic access point activated at the Presidency of the Council of Ministers, make their services digitally accessible.

Moreover, Article 3-bis, paragraph 1, of the CAD, in order to simplify and facilitate access to public administration services by citizens and businesses and the effective exercise of the right to use digital technologies, introduced the right to access public administration’s online services "through their digital identity and also through the electronic access point referred to in Article 64-bis".

In particular, the IO App makes available to all public administrations and other entities referred to in art. 2 of the CAD a common and easy to use platform, with which to relate in a personalized, fast and secure way, allowing access to the services and communications of the administrations directly from your smartphone.

Moreover, its implementation determines a greater usability of online services, allowing access, through the App, which is based on the use of other enabling platforms provided by law, to a plurality of services and information.
