Improving the business environment

The ongoing reform of the business environment focuses on improving regulatory conditions for businesses in Croatia and continuing administrative and fiscal burden relief. Under this measure, Croatia is implementing several national action plans which identify undue burdens businesses face in meeting their regulatory obligations, alleviating these costs by reducing fees and simplifying procedures.

Croatia already reduced or abolished 50 non-tax and parafiscal charges, bringing direct cost relief to the private sector. This is part of a broad-based reform to improve business regulations, which includes the implementation of nearly 400 measures in diverse areas such as taxation, fisheries, tourism and hospitality, customs duties and judiciary.

According to the Croatian Recovery and Resilience Plan, further cost relief for the business sector in excess of EUR 250 million is to be delivered by the end of 2025, by optimising and digitalising administrative processes identified as most burdensome.
