This measure has a straightforward purpose: to strengthen research and innovation in strategic future technologies so that Germany and Europe can build greater digital and technological sovereignty—in other words, reduce critical dependencies and increase their capacity to shape, secure, and scale key technologies on their own terms.
In practical terms, the investment finances research, development and innovation (RDI) projects led by the Digitalisation and Technology Research Centre of the Bundeswehr (dtec.bw). These projects focus on digital domains and future key technologies, aligned with the Federal Government’s high-tech strategy priorities: Sustainability, Climate Protection and Energy, Mobility, Security, and Economics and Work 4.0.
You can think of the programme as a pipeline for strategic capabilities: it funds the upstream research that later becomes deployable solutions—whether for resilient infrastructure, secure communications, advanced manufacturing, or the skills needed to operate and govern these systems.
