Milestone 418 - Entry into force of two legislative acts on the human resources management
Budget: 2.000.000 EURO
The following legislative acts shall be adopted and enter into force:
- introducing changes to career management of civil servants based on meritocracy, and in particular development of a horizontal/rotational mobility policy and career structuring for more targeted serving civil servants.
- management of contract staff in the public administration.
Activities were carried out in order to ensure and sustain the elaboration of legislative acts introducing changes to career management of civil servants based on meritocracy, and regulating the management of contract staff in the public administration.
1. Conduct of an integrated and updated study on human resources management and a package of public interventions to disseminate and promote results and recommendations to enhance the prestige of the civil service, with the following deliverables:
- Study on the current career situation of civil servants in the public administration, with recommendations and strengthening the role of the ethics adviser.
- Overview analysis on how the role of the NACS and of civil servants is reflected in public opinion
- Study on how the image of civil servants is perceived in other European countries and the tools through which other countries have succeeded in increasing the prestige of the civil service (models of good practice)
- Proposal for a Public Policy on merit-based career management of civil servants
2. Conduct of an integrated and updated analysis on the management of the contractual staff in which the following deliverable was elaborated:
- Analysis on the management of the contractual staff, i.e. the analysis of the regulatory framework that distinguishes between the two categories of staff, i.e. between the civil servants and the contractual staff working in Romania.
- Proposal for a Public Policy on the management of contractual staff in public administration
Proposals for legislation have been drafted, as follows:
- Proposal for a regulation on career management of civil servants based on meritocracy
- Proposal for a regulation on the management of contractual staff in public administration
