Milestone 418 - Entry into force of two legislative acts on the human resources management

Budget: 2.000.000 EURO

The following legislative acts shall be adopted and enter into force: 

  1. introducing changes to career management of civil servants based on meritocracy, and in particular development of a horizontal/rotational mobility policy and career structuring for more targeted serving civil servants.
  2. management of contract staff in the public administration.

Activities were carried out in order to ensure and sustain the elaboration of legislative acts introducing changes to career management of civil servants based on meritocracy, and regulating the management of contract staff in the public administration.

1. Conduct of an integrated and updated study on human resources management and a package of public interventions to disseminate and promote results and recommendations to enhance the prestige of the civil service, with the following deliverables:
