The reform improves resilience of the health system by developing a Hospital Network Development Roadmap to improve efficiency and infrastructure, and define the specialisation of hospitals to reduce the high rate of unmet need for medical care.
Health workforce shortages shall be addressed by three measures, including by increaring admission to nursing training by 5%.
