Lithuania’s recovery and resilience – Supported projects: Specific projects

The showcase of the projects in this page is without prejudice to any future assessment by the Commission in the context of the verification of the satisfactory fulfilment of milestones and targets pursuant to Regulation (EU) 2021/241 of the European Parliament and of the Council establishing the Recovery and Resilience Facility.

The measure references mentioned below are those contained in the Annex to the Council Implementing Decision approving the Lithuanian Recovery and Resilience Plan and allow for easy identification of the measures.

200 MW electricity storage facilities

(reference B.1.1.3 in the Lithuanian Recovery and Resilience Plan)

The electricity storage project will guarantee security and stability of energy supply in Lithuania. It will also enable Lithuania to disconnect from the Russian controlled electricity grid and synchronize with the continental European electricity grid. In case of accidents, batteries will provide instantaneous electricity reserve service in less than one second. In the future, batteries will help to integrate renewable energy sources. On 2 July 2021, European Commission President von der Leyen visited the project site, where the approval of the Lithuanian Recovery and Resilience Plan was announced. The construction of the project, which received EUR 87.6 million of funding from the Recovery and Resilience Facility, has already finished and is currently in test phase.

Transformation of public information technology governance

(reference C.1.1. in the Lithuanian Recovery and Resilience Plan)

The project will allow all budgetary institutions to migrate their IT systems to a new centrally managed cloud information and communication technology infrastructure. Outdated and non-security-compliant local data transmission networks will be overhauled, and a secure centralized management solution will be introduced. A total of 325 institutions will benefit from consolidated, safer and more efficient IT services by 2026. The project, which is being implemented by the Lithuanian Information Society Development Committee, is benefitting from a EUR 95 million grant from the Recovery and Resilience Facility.

Establishment of a Health Professionals Competence Platform

(reference A.1.1.9. in the Lithuanian Recovery and Resilience Plan)

The project will establish a competence platform to be used for identifying, monitoring and managing health professionals’ skills development. The platform should facilitate the planning of the professional development of health care professionals. The platform will allow for assessing the competences of specialists, it will link the licenses of health professionals with mandatory professional development and will contain information about training programs available for specialists. The project, currently being implemented by the State Health Care Accreditation Agency, will benefit from EUR 2 million support from the Recovery and Resilience Facility. The project should be implemented by the end of 2023.
