Germany’s recovery and resilience – Supported projects: Specific projects

Promoting the digitalization of rail by replacing conventional interlocking/fast-track programmes to speed up the roll-out of the ‘Digital Rail Germany’ (SLP)

(reference 2.2.4. in the German Recovery and Resilience Plan)

The objective of the measure is to support the digitalization of railway in the context of the ‘Digital Rail Germany’ initiative and the ‘fast track’ programme to accelerate it. This initiative gathers public and private stakeholders (including the Federal Railway Authority (EBA), research and technical organizations and industry) in order to develop standardized, interoperable and modular components for the digitalization of railway operations.

The investment consists of funding seven pilot projects with solutions to replace old signal boxes and level crossing protection systems with new-generation digital security systems. The new solutions developed by these projects shall be compatible with the technical specifications of the ‘Digital Rail Germany’ programme. They are also expected to be upgradeable and compatible with a subsequent ETCS (European Train Control System) upgrade by means of uniform system interfaces.

Six pilot projects of the programme, aiming at developing solutions to replace old signal boxes and level crossing protection systems by security systems of the latest digital generation have been completed successfully, with validation in operational conditions for at least three of them, and validation in laboratory conditions for the others.

Beneficiaries have received grant support for the purchase of a total of 427,033 Battery Electric Vehicles (BEV), 63 Fuel Cell Vehicles (FCEV) and 211,145 Plug-in Hybrid Electric Vehicles (PHEV) with emissions of less than 50 g CO2/km (period 1 July 2020 to 30 August 2022). Following an extension, the programme will run until 31 December 2024.

Special programme to accelerate research and development of urgently needed vaccines against SARS-CoV-2

(reference 5.1.3. in the German Recovery and Resilience Plan)

The funding program supported the development of three different vaccines. The European Medicines Agency (EMA) granted conditional approval for BioNTech's vaccine on December 21, 2020. As a result, 146.7 million vaccine doses have been supplied to German vaccination centers, hospitals and doctors' practices to date. This means that the funded vaccine accounts for more than 70 percent of the total vaccinations in Germany. Globally, 3 billion BioNTech vaccine doses could be produced in 2020, with an estimated 4 billion more doses produced in 2022. Thus, the German RRP sponsored vaccine has been instrumental in mitigating the social and economic consequences of the pandemic.

Hydrogen projects within the framework of IPCEIs

(reference 1.1.1. in the German Recovery and Resilience Plan)

The IPCEI Hydrogen programme was launched in 2020 to promote the market ramp-up of green hydrogen. IPCEI stands for Important Project of Common European Interest and was signed by 23 EU Member States and Norway in order to interlink European hydrogen projects and to benefit from spill-over effects at a European level. In the meantime, four IPCEI Hydrogen “waves” with 18 involved countries have been registered at the EU level. 62 major German projects have been selected to receive a total of up to EUR 8 billion in German public funding.

The German plan will support integrated hydrogen projects along the entire value chain. The measure is articulated around production, transport and storage of hydrogen, as well as on hydrogen applications (in industry and mobility). New electrolysis capability will be built to produce renewable hydrogen in locations where sufficient renewable electricity is available.

Support programme for the development of a climate-friendly timber construction

(reference 1.3.1. in the German Recovery and Resilience Plan)

This measure has funded 23 projects that promote the use of timber as a climate-friendly building material. The funding has supported innovation clusters and consulting activities with the aim of accelerating the development, introduction and dissemination of innovative technologies, processes, products and services (digital transformation) for greater use of timber as a building material. The funding also aims to improve cooperation between companies, institutions, science and research. The measure has helped to cushion the economic consequences of the COVID-19 pandemic and at the same time invest in a sustainable and climate-neutral Europe.
